Rusiya Prezidenti Vladimir Putin noyabrın 10-da “Dağlıq Qarabağda sülhə dəstək tədbirləri haqqında” fərman imzalayıb.
Sənəddə Rusiya, Azərbaycan və Ermənistan liderlərinin atəşkəs bəyanatına istinad olunur. Həmin bəyanatda rusiyalı hərbçilərin Qarabağa yerləşdirilməsini nəzərdə tutan bənd var. Bu məsələ isə Federasiya Şurasının xaricə hərbçilərin göndərilməsi haqda 2015-ci il 30 sentyabr tarixli qərarı ilə əsaslandırılır.
Həmin gün Suriyada Rusiyanın hərbi əməliyyatlarına start verilib. Konstitusiyaya görə, Federasiya Şurası prezidentə hərbçilərdən xaricdə istifadəyə razılıq verməlidir. Məsələn, Ukrayna ilə bağlı 2014-cü il martın 1-də oxşar razılıq verilmişdi. Amma Krımda əməliyyatlar bu tarixdən qabaq başlanmışdı. 2015-ci il qərarında ölkə adı göstərilməyindən nəzəri olaraq bu sənəddən dünyanın istənilən ölkəsi ilə bağlı istifadə etmək olar.
Sənəddə deyilir ki, sülhməramlılar Qarabağa 5 illiyə yerləşdirilir, ildə iki dəfədən az olmayaraq rotasiya olunacaqlar.
Sənəddə Rusiya Federal Təhlükəsizlik Xidmətinin (FSB) Naxçıvan dəhlizinə nəzarət edəcəyi də bildirilir. Bu nəqliyyat dəhlizi Azərbaycanla Türkiyəni birləşdirəcək.
Rusiya hökumətinə sülhməramlı kontingentin maliyyələşdirilməsi də tapşırılır.
